The Proposed Closure of the Bilsthorpe Recycling Centre

Nottinghamshire County Council are proposing to re-organise
the recycling centres in the County with plans to close up to nine of the
twelve currently serving the community.
Notwithstanding my dismay at the Bilsthorpe Tip being called
a recycling centre when no actual recycling happens there, acting as a
collection point for pre-sorted and washed recyclables its proposed closure
amounts to wilful neglect by the County Council.

What Has Happened so Far?
From the minutes of the Joint Committee on Strategic Planning and Transport held on 15th December 2023 I learned that:

“The County and City Councils are preparing a single
joint Waste Local Plan to replace the Waste Core Strategy adopted by both
Councils in December 2013.
An initial consultation on the new Local Plan, including
a ‘Call for Sites’ was completed in May 2020.
A Draft Waste Local Plan was approved by Nottinghamshire County and
Nottingham City Council in January 2022. The Draft Waste Local Plan was
consulted on between the 7th February and 4th April 2022.”
A plan that is thirteen years old is certainly due for a
review but rather than shrinking the available estate efforts should be made to
widen the touch points to make recycling easier.
Let us not forget that we are bad at re cycling. The latest figures for recycling performance by our three local authorities are:
- Nottingham County Council - 41.3%
- Nottingham City Council - 25.1%
- Newark and Sherwood District Council - 34.4%

Further in the 15th December minutes:
“Public hearing sessions are proposed for week commencing
14th October 2024, after which a report will be sent to both
Councils. Subject to any modifications being recommended and accepted, the Plan
can be then adopted by both Councils. It is hoped that the Plan will be able to
be adopted in the first quarter of 2025.”
What is Proposed?
It is hard to say as the County Council are hiding details
behind commercial sensitivities.
A leaked presentation shows three options being considered.
Option 1
The first scenario would only keep four of the twelve
current tips, with the Beeston, Calverton, Newark and Warsop sites being
retained. To offset the eight closures, this scenario would see three new
"supersites" being created.
Option 2
The second plan would see even further closures, with only
the Calverton, Newark and Giltbrook sites being kept open. Three new
"supersites" would again be created to offset the closures.
Option 3
Finally, the third scenario would only see Kirkby,
Bilsthorpe and West Bridgford's tips being closed. A new site would be created
to offset the West Bridgford closure.
Under all options Bilsthorpe Tip will close and you must
question how many people will be enthusiastic enough to travel to an
alternative destination. I am committed to recycling and an hour’s round trip doesn’t
seem attractive to me.
